Beginning March 15, 2021, the allowable capacity for large gatherings will increase. These changes have been adopted in Emergency Directive 041, signed by Governor Sisolak. Under Directive 041, organizers of large gatherings, events, conferences, conventions and tradeshows consisting of more than 250 people may now have up to 50% capacity if they complete and submit a Large Gathering COVID-19 Preparedness & Safety Plan Certification Form (“Large Gathering Certification”) to the Department of Business and Industry (B&I). Nevada Division of Industrial Relations issued the following letter encouraging NV businesses to update their Written Safety Program (along with other suggestions) in preparation for the state’s re-opening. The letter also contains resource contact information to assist businesses in updating their current plan.
Under Governor Sisolak’s State of Emergency during the COVID-19 Pandemic and associated directives, the Nevada Occupational Safety and Health Administration (OSHA) has been given enforcement authority. OSHA has released guidance documents for businesses as the Governor’s directives have evolved.

Government grants are funded by your tax dollars and, therefore, require very stringent compliance and reporting measures to ensure the money is well spent.
Grants from the Federal government are authorized and appropriated through bills passed by Congress and signed by the President. The grant authority varies widely among agencies. Some business grants are available through state and local programs, nonprofit organizations and other groups. These grants are not necessarily free money, and usually require the recipient to match funds or combine the grant with other forms of financing such as a loan. The amount of the grant money available varies with each business and each grantor.

The Southern Nevada Health District is providing these guidance documents to assist industry as facilities and businesses begin to resume operations or prepare to open under the Governor’s Roadmap to Recovery Plan. The following documents include public health practices that are recommended not only for prevention of the spread of COVID-19 but also for other potential hazards that result from facilities being closed. These documents are subject to change as more information becomes available and feedback is received.

Pandemic Unemployment Assistance (PUA)
Pandemic Unemployment Assistance (PUA) is a new temporary federal program that is part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The PUA program is available retroactive to February 2, 2020 through March 13, 2021 and provides up to 50 weeks of benefits to eligible individuals.

Program Overview
The Paycheck Protection Program is designed to provide a direct incentive for small businesses to keep their workers on payroll by providing each small business a loan up to $10 million for payroll and certain other expenses. If all employees are kept on payroll for eight weeks, SBA will forgive the portion of the loans used for payroll, rent, mortgage interest, or utilities. Up to 100 percent of the loan is forgivable. The Families First Coronavirus Response Act creates emergency paid sick leave, as well as paid family leave in the case of school closures, for working families impacted by COVID-19. It does so by requiring employers with up to 500 employees to provide paid sick leave and paid family leave, while providing a refundable payroll tax credit to employers to cover 100 percent of the cost of wages. There is also a refundable income tax credit for self-employed individuals.
